연준 통화 정책 변화시 문구 정리

1. 완화 → 긴축  (물가 상승형 긴축) 

1) 완화기 문구

The Committee will maintain an accommodative stance (위원회는 완화적인 정책 기조를 유지할 것이다)
Inflation continues to run below 2 percent (인플레이션은 2%를 하회하고 있다)

2) 전환 직전  -  “reduce accommodation”이 나오면 긴축 예고

Inflation has moved up and is expected to run moderately above 2 percent (인플레이션이 상승했으며 2%를 다소 상회할 것으로 예상된다)
The Committee judges that the risks to the outlook are roughly balanced (경제 전망에 대한 위험이 대체로 균형을 이루고 있다)
It will soon be appropriate to reduce the degree of policy accommodation (조만간 정책 완화 정도를 줄이는 것이 적절할 것이다)

3) 긴축 개시

The Committee decided to raise the target range (목표 금리를 인상하기로 결정했다)
Inflation remains elevated (인플레이션은 여전히 높은 수준이다)
The labor market is very strong (노동시장은 매우 강하다)
- 고용이 강하다는 표현이 반복되면 긴축 여지 확보

2. 완화 → 긴축  (물가 무관 긴축: 버블·과열 방지형)
예: 1994, 2015, 2018 일부

1) 완화 종료 신호 - 인플레가 아니라 “경제 정상화”가 이유

The economy has made substantial progress (경제가 상당한 진전을 이루었다)
The labor market has improved markedly (노동시장이 크게 개선되었다)
The Committee expects that economic conditions will warrant gradual increases (경제 여건이 점진적 금리 인상을 정당화할 것으로 본다)

2) 긴축 개시

The Committee decided to begin the process of policy normalization (정책 정상화 과정을 시작하기로 결정했다)
Monetary policy remains accommodative (통화정책은 여전히 완화적이다)
 초기 긴축인데도 “완화적”이라는 단어를 유지 → 시장 충격 완화 목적

3. 침체 이후 완화를 멈추려 할 때
 예: 2003, 2009~2013, 2021 초 

1) 완화 지속기 문구

The Committee will maintain a highly accommodative stance (매우 완화적인 기조를 유지할 것이다)
The economy remains below its potential (경제는 잠재 수준을 하회하고 있다)

2) 완화 종료 신호

The Committee judges that the economy no longer requires as much policy support (경제는 더 이상 그만큼의 정책 지원을 필요로 하지 않는다)
Inflation has moved closer to our objective (물가가 목표 수준에 근접했다)
We are beginning to discuss tapering asset purchases. (자산매입 축소를 논의하기 시작했다)
 taper 단어 등장 = 완화 종료 신호

4. 보험적 인하 후 재인플레로 완화 멈출 때
예: 1998 이후, 2019 이후 2021

1) 보험 인하기 문구

Acting to sustain the expansion (경기 확장을 유지하기 위한 조치다)
This is not the beginning of a lengthy easing cycle (장기 인하 사이클의 시작은 아니다)

2) 재인플레 조짐 시

Inflation pressures have increased (물가 압력이 증가했다)
The Committee is closely monitoring inflation developments (물가 동향을 면밀히 주시하고 있다)
We may need to adjust the stance of policy (정책 기조를 조정해야 할 수도 있다)
 여기서부터 긴축 방향성 등장

3) 실제 긴축 시

The Committee is prepared to remove accommodation (완화 정책을 철회할 준비가 되어 있다)
Inflation is well above our target (물가가 목표를 상당히 상회하고 있다)

 

 

5. 물가상승형 긴축 → 완화 전환

1) 물가상승형 긴축기 문구 - 핵심: 물가가 정책의 중심

Inflation remains elevated  (인플레이션은 여전히 높은 수준을 유지하고 있다)
Inflation is unacceptably high  (인플레이션은 받아들일 수 없을 만큼 높다)
The Committee is strongly committed to returning inflation to 2 percent  (위원회는 물가를 2%로 되돌리는 데 강력히 전념하고 있다)
Ongoing increases in the target range will be appropriate (목표 금리의 추가 인상이 적절할 것이다)
We expect it will be appropriate to maintain a restrictive stance for some time (일정 기간 긴축적인 정책 기조를 유지하는 것이 적절할 것으로 본다)
higher for longer (금리를 오래 높은 수준으로 유지)

2) 긴축 종료 직전  동결·전환 신호 - “balanced”가 나오면 긴축 끝 신호 가능성 ↑

1단계 (동결 신호)

The Committee will take into account the cumulative tightening of monetary policy (위원회는 지금까지 누적된 긴축 효과를 고려할 것이다)
Monetary policy is sufficiently restrictive (현재 통화정책은 충분히 긴축적이다)
Lagged effects (지연 효과)
Near peak (금리가 정점, 긴축 거의 끝)

2단계 (완화 전환 직전)

We are mindful of the lags with which monetary policy affects the economy (통화정책이 경제에 영향을 미치는 데 시차가 있음을 인지하고 있다)
Risks to employment and inflation are becoming more balanced (고용과 물가에 대한 위험이 점차 균형을 이루고 있다)

3단계 (인하 시작)

6. 보험적 인하 (침체 아님) - “Recession”이라는 단어는 거의 쓰지 않음

This is a mid-cycle adjustment (이번 조치는 경기 중반 조정이다.  침체 시작이 아니다)
Acting to sustain the expansion (경기 확장을 유지하기 위해 조치한다
We see muted inflation pressures (물가 압력이 제한적이다)
We are providing insurance against downside risks (경기 하방 위험에 대비한 보험적 조치다)
This is not the beginning of a lengthy cutting cycle (이것은 장기적인 금리 인하 사이클의 시작이 아니다)

7. 침체로 인한 완화 

The downside risks to growth have increased (성장에 대한 하방 위험이 증가했다)
Economic activity has slowed significantly (경제 활동이 상당히 둔화되었다)
Credit conditions have deteriorated (신용 여건이 악화되었다)
The Committee is taking action to support economic activity (위원회는 경제 활동을 지원하기 위해 조치를 취하고 있다)
The downside risks to growth outweigh the upside risks to inflation (성장에 대한 하방 위험이 물가 상승 위험보다 더 크다)
 이 문장은 사실상 “우선순위가 물가 → 경기로 이동” 선언
